PAF have identified the following priorities for this period in conjunction with our key stakeholders – Arts Council of Northern Ireland, the Probation Board of Northern Ireland and the Northern Ireland Prison Service.
This plan for 2013-16 has been developed with the engagement of a wide range of these stakeholders. A 12 month operational plan, with SMART objectives, will be developed each year and its implementation carefully monitored.
Work in Prisons

Aim 1: To develop PAF’s creative work within prisons
Priorities for change 2013-2016:
- Develop the range of arts activities offered in prisons
- Explore and develop appropriate programmes for remand prisoners
- Establish appropriate programmes with prisoners and their families
- Foster peer mentoring in prisons
- Develop the range of ways that PAF programmes are delivered in prisons
- Generate ways that PAF’s work supports victim awareness and restorative justice
- Strengthen the formal and informal relationships with key stakeholders within the prison system
- Increase awareness of PAF programmes amongst prison staff
- Negotiate ways that PAF’s programmes can improve the physical environment within prisons
- Increase the documentation of the participation and development of prisoners engaged in PAF programmes in prisoner records
Work Outside Prisons

Aim 2: To develop PAF’s creative work in the criminal justice system outside of prison
Priorities for change 2013-2016:
- Work with stakeholders to develop the support provided to participants when they have left prison
- Expand PAF’s work with women in the community through the Inspire programme (requires funding
- Support the development of offenders in the community
- Develop ways of using PAF’s methodologies to reduce the likelihood of young people ending up in prison (requires funding)

Marketing and Public Awareness

Aim 3:To increase awareness of PAF and its work; and to effectively promote its programmes and products to relevant audiences
Priorities for change 2013-2016:
- Strengthen PAF’s communications with each of its stakeholders
- Develop the understanding of the needs and requirements of the commissioners and funders of PAF’s programmes
- Effectively communicate and promote PAF’s programmes to potential participants, particularly those least engaged in other activities
- Develop the processes for sharing and disseminating creative work produced by participants
- Increase awareness amongst the public of PAF and its work
- Develop the PAF website
- Increase PAF’s ability to measure and promote the success of its work
- Contribute to the development of public policy in relation to the arts within the criminal justice system

Human Resources

Aim 4: To ensure that PAF has the human resources to achieve its plans and they are effectively managed and given the opportunity to develop
Priorities for change 2013-2016:
- Ensure PAF has the appropriate staff and skills to manage and administer the organisation and these staff are effectively managed and given the opportunity to develop
- Ensure that PAF complies with all its legal responsibilities particularly in relation to employment and health and safety

Operational Resources

Aim 5: To ensure that PAF has the freelance artists, premises and other physical resources it requires to achieve its plans and these resources are managed effectively and efficiently
Priorities for change 2013-2016:
- Ensure that PAF has the appropriate skilled artists to deliver PAF’s work with participants; and provides appropriate support for the artists
- Ensure PAF has appropriate administrative premises and other physical resources and these are effectively and efficiently managed
- Ensure that PAF has use of appropriate space and physical resources to deliver its work within the criminal justice system

Finance and Funding

Aim 6: To ensure that PAF has the financial resources it requires to achieve its plans and these resources are effectively and efficiently managed

- Ensure that PAF generates sufficient net income to achieve its plans
- Develop PAF’s opportunities and ability to tender for contracts
- Ensure the finances of PAF are effectively and efficiently planned and managed
Governance

Aim 7:To ensure the governance of PAF complies with the requirements of the law and best practice
Priorities for change 2013-2016:
- Ensure the board has the appropriate information, skills, experience, structure and systems to govern effectively
- Ensure the board regularly reviews and improves its own governance performance
- Ensure PAF complies with all its legal responsibilities
- Ensure PAF has appropriate strategic and operational plans, which are effectively implemented, and regularly monitored and reviewed
- Ensure PAF identifies and manages risk effectively
